| Shin-Etsu Polymer Co., Ltd. will initiate the following changes to its organization effective from
October 1, 2008. |

| -The RC Division and the Connector Division will be integrated, and the Marketing & Sales Division and
the Technical & Production will be newly established in the Electronic Device Business Unit. |

| -The Electronics Materials Handling Products Division of the High Technology Products Business Unit will be
divided into the FI Division and the EP Division. |
